CASCADE — A federal court has ordered that Corporate Office Properties Trust stop development at Fort Ritchie, saying the Army did not properly evaluate the effect of its plan on the old base.

According to court documents, on Nov. 10, U.S. District Court in Washington said the Army must issue new environmental statements, The (Waynesboro) Record Herald in Pennsylvania reported.

Corporate Office Properties Trust is a Columbia-based company that bought the 591-acre parcel in 2006. Fort Ritchie was closed in 1998.

A suit was filed by two former Cascade residents. They hoped to force the Army, COPT and PenMar Development Corp., the property’s state-sponsored redevelopment authority, to study the plan’s environmental impact.

COPT had announced plans for 1.7 million square feet of office space and 673 homes and apartments.
