After completing his degree he worked for the family business. In 1982 Joe was elected to the West Virginia House of Delegates. In 2000 Joe was elected as the Secretary of State of West Virginia.

On August 28 he won the Democratic primary defeating “Ken Heichler” who by then was the former West Virginia Secretary of State and former democratic congressmen. In 2012 Manchin ran for a re-election to a full-term and he defeated “Bob Henry Baber” the mountain party candidate and Raese with a 61% of the votes.
Again in 2018 Joe ran for a re-election and Paula Jean Swearengin challenged him in the democratic primary. Manchin again won the primary elections scooping 70% of the votes. Manchin was challenged by “Morrisey Patrick” West Virginia attorney general on the republican side. On 6th November 2018 general election he won defeating Morrisey by 49.57 % of the votes.
