William Barr was born in New York City on 23 May 1950. He is the second of four sons to Donald Barr and Mary Margaret. His father taught English Literature at Columbia University. He later became the headmaster of Dalton School and later Hackley School. His mother was also a teacher in Columbia. His youngest brother, Stephen Barr, is a Physics professor at the University of Delaware.
